1. Fines & Penalties
If your road tax expires and you pass a verification point, a fine is generated automatically. The financial penalty depends on the type of vehicle you are driving. For regular drivers and freight transporters, the official breakdown according to Romanian law is:
- Category A (Passenger Cars): Fines range between 250 and 500 RON (approx. 50 - 100 Euros).
- Category B (Cargo vehicles up to 3.5 tonnes, e.g., vans): Fines range between 950 and 1,900 RON (approx. 190 - 380 Euros).
If the fine is paid within 15 days from the date the official report (proces-verbal) is communicated to you, you benefit from paying half of the legal minimum (for example, only 125 RON for a passenger car).
2. Automatic Detection (Camera Network)
Compliance is monitored electronically without the need to be pulled over by the traffic police. CNAIR (The National Company for Road Infrastructure Administration) operates over 100 fixed smart cameras strategically placed on all major national roads and highways across Romania.
Additionally, mobile control units from CNAIR and the Romanian Police patrol the roads using vehicles equipped with automatic license plate recognition (ANPR) systems.
3. Fines Accumulation and Statute of Limitations
- Multiple fines: You cannot receive multiple fines on the same day. According to legislation, after you are caught without a rovinieta, CNAIR can only issue one single fine during the interval between the day of the violation and the day the fine report is officially delivered to your address. This prevents drivers from accumulating dozens of automatic fines during a single road trip.
- Statute of limitations: CNAIR must issue and send the fine within a maximum of 4 months from the date the violation occurred. If you receive the notification after this 4-month window, the fine is legally prescribed and can be successfully contested in court.
