What fines you risk for an expired MOT (ITP) in Romania

The Periodic Technical Inspection (ITP) is mandatory for all vehicles registered in Romania and aims to ensure they meet minimum road safety requirements.

Starting July 1, 2026, with the gross minimum wage increasing to 4,325 RON, the official traffic fine point value rises to 216.25 RON. Penalties for driving with an expired ITP are extremely harsh. According to the Traffic Code, on the expiration date of the ITP, the vehicle’s registration is automatically suspended by law.

Thus, if you are stopped in traffic, the police will apply two simultaneous Class IV penalties (9 to 20 fine points each):

1. Fine for driving without a valid ITP: between 1,946.25 RON and 4,325.00 RON (approx. 389 - 865 Euros).
2. Fine for driving with a suspended registration: between 1,946.25 RON and 4,325.00 RON (approx. 389 - 865 Euros).

The maximum cumulative fine for these combined offenses reaches a record 8,650.00 RON (approx. 1,730 Euros).

Besides the financial penalty, the traffic police will retain your registration certificate (talon) and license plates on the spot. From this moment, your car is no longer allowed to be driven on public roads, and the only way to move it to an authorized station is by using a tow truck.

The frequency at which you must carry out the ITP depends on the age of the car:

• At 3 years: new cars, at the first inspection after registration.
• Every 2 years: standard cars (between 3 and 12 years old).
• Annually: vehicles older than 12 years.
